Congress passed the REAL ID Act in 2005 following a recommendation from the 9/11 Commission following the 2001 terrorist attacks on commercial airline passengers.

Apart from passports, some other documents will be accepted in lieu of real ID. These include Department of Defense identification cards, including those issued to dependents; Department of Homeland Security "trusted traveler cards", foreign passports, permanent resident cards, and travel worker identification, among others.
The TSA has a process to verify the identity of people who fail to bring their ID to the airport, for example if they just lose it. This process involves collecting someone's name, address and other personal information and then – once their identity has been confirmed – submitting them to further screening and verification.
But officials at Friday's event said ID verification can cause serious delays, creating a lot of trouble and sometimes leading to missed flights.
In Virginia, new real IDs are issued at Department of Motor Vehicles offices throughout the state. And since January is traditionally a slow month at the agency, "now is a great time to visit," DMV spokeswoman Brandi Brubaker said at Friday's event.

Virginia is among the states that make real ID optional, not mandatory, as part of getting new driver's licenses and renewing them.
Cards are not required to travel by train, bus or boat. But people who travel by plane — even if it's infrequent — "will want to have one," state officials said.
"Even if you don't think you'll use it, it's probably a good idea to have one," Brubaker said. “My parents don't fly on airplanes, but they would probably get one if they won the Kelly and Ryan tour or something.

Brubaker said about 40 percent of Virginia's 6 million driver's license holders — or about 2.6 million people — will likely need to have real ID.
A few weeks ago, he said, Virginia just passed the 1 million mark, with 175,000 of those cards issued in Hampton Roads.
To get a real ID, you must visit the DMV in person, not online—and bring documents showing your ID, Social Security Number and two proofs of Virginia residency.
This could mean, for example, a birth certificate or a valid US passport; Social Security card or tax documents, such as a W-2, showing the full number; and a valid driver's license with a current address along with a recent application permit.

If your legal name is different from what's on the documents, Brubaker said, the name change can be proven with a marriage certificate or divorce decree.
Virginia birth certificates and state marriage licenses are usually available through the DMV, while new and replacement Social Security cards can be obtained at ssa.gov.
